It's funny you mention Democratic People's. I did hear about a tattoo having been a problem in another country using that name, northern Korea. In 1964 an American soldier named Joe Dresnok fled across the DMZ. Decades later he was interviewed about his somewhat rocky adaptation to the new country's culture. He had a tattoo of an unclothed woman, and he was told that that kind of tattoo was not acceptable in northern Korea. He could have covered it up with clothes, but he chose to have it removed. They didn't have laser tattoo removal in those days. That must have hurt!

As for the Australian case, the law against "hate" symbols in New South Wales was passed only three years ago, so he may have had those tattoos when they were still legal. It may bring up some interesting legal issues.
